Kathmandu : The government would table the constitution amendment proposal at the Parliament within a few days.

A meeting held among the ruling partners, the Madhesi Front and the Federal Alliance this morning agreed on the matter, held at the Prime Minister's official in Baluwatar this morning.

According to a statement issued by his secretariat, Prime Minister Puspa Kamal Dahal said the amendment proposal would include issues related to language, citizenship, provincial boundaries and representation in the new National Assembly, during today's meeting.

Talking to media after the meeting, Secretary of the major ruling party CPN (Maoist Centre) Barshaman Pun confirmed the meeting understanding to introduce the statute amendment proposal to the House within the few days.

There was an understanding in the meeting that the government would table an amendment proposal regarding the constitution at the parliament being based on the discussions held in the meeting, he said.

Although, the Alliance has also given a positive comment on the meeting outcome, it has remarked that it would support the constitution implementation process by presenting their some differing views as the 'note of dissent'.

Terai-Madhes Democratic Party's senior Vice-Chair Hridayesh Tripathi shared that his party has accepted the agreement on registering the constitution amendment proposal in the parliament.

"The government presenting at least the constitution amendment proposal in the House is a positive move. The proposal will be registered on four different issues," asserted Tripathi, expressing his confidence that their concerned would be addressed through amendment.

The structure of federalism will be based on the model of seven provinces presented by the Nepali Congress and CPN-UML in the course of state restructuring of the country under the federal setup.

Nawalpur and Parasi of Nawalparasi district will remain intact while Rolpa and Rukum districts that were earlier proposed to be under province no. 6 will be integrated into province-5 as per the new proposal on the state restructuring floated by Prime Minister Pushpa Kamal Dahal.

Likewise, other districts like Gulmi, Palpa, Argakhanchi and Pyuthan will be incorporated into either province-4 or 6.

The main opposition and other parties would be consulted for support and agreement after registering the proposal at the Parliament, said Prime Minister Dahal.

Earlier on November 21, top leaders of the three major political parties—Nepali Congress, CPN-UML and CPN Maoist Centre — held a meeting to discuss the purported amendment of Constitution. They, however, failed to make any headway after the UML stuck to its stance against the amendment proposal that the ruling alliance of Nepali Congress and CPN Maoist Centre wanted to bring in.

Kalaiya : The production of rice in Bara district has increased. In comparision to last season, only 52 thaousand six hundred and 21 metric tonnes of rice is produced. While this year rice production is 55 thousand 2 hundred 57 metric tonnes.

According to the District Agricultureal Development office(DADO), Bara, this year rice is planted across 13 thousand 1 hundred 56 hectare area yielding around Rs 1.21 billion.

Similarly, the paddy planted across 12 thousand 5 thousand 30 hectare area last fiscal year resulted in the production of 52 thousand 6 hundred 21 metric tonnes of rice, shared DADO Bara Chief Shiva Ratna Shah.

Around 4.2 metric tonnes of rice was harvested per hectare of land and was sold for Rs 2,200 to Rs 2,300 per quintal in the current fiscal year.

A team of International Cricket Council (ICC) officials met Prime Minister Pushpa Kamal Dahal Prachanda on Sunday.

On the meeting ICC officials promised that it would lift the suspension of Cricket Association of Nepal(CAN) as soon as possible. It will bring Nepal cricket activities back to its track.

Team is currently in Nepal with an objective to resolve the dispute surrounding Nepal’s cricket governing body.

To get cricket activities on track Prime Minister prachanda has aggreed to form cricket board instead of a cricket association. The new cricket board will be Cricket Development Board and it will regulate Nepali cricket back on track.

ICC Chief Executive David Richardson suggested Prime Minister prachanda to form advisory committee comprising of five to seven members.
After the meeting, ICC Chief Executive Officer David Richardson said the next step in the road map toward ending the suspension would be formation of an ICC Advisory Group consisting of various stakeholders of Nepali cricket.

Minister for Youth and Sports, Daljit Shripali, also Said, “During the meeting with ICC officials, we had proposed forming a board instead of a cricket association. ICC has agreed to our proposal.”

He added that the government plans to hold elections of the board within three months.

Nepal Sports Council (NSC) Member-secretary, Keshav Bista was also present on the occasion.

The ICC on April 24 had suspended the membership of the Cricket Association of Nepal for engaging in the government interference and failing to conduct free and fair elections. It has been managing the Nepal national cricket team on its own since then.

Richardson said, “Once we have reviews and amendments, a fresh constitution will facilitate election.”

Richardson, ICC Development Committee’s Associate Member Director Imran Khawaja and Finance Manager Amar Sheikh had met PM Dahal to discuss Nepal cricket governance today.

Doctors have removed 40 knives from a man's stomach after they believed he had a cancerous tumour.

Surjeet Singh, a 42-year-old policeman confessed he had an urge to swallow blades as long as seven inches (18cm) because he enjoyed their taste.

The man from northern India, who is believed to have a psychiatric condition, went to hospital two weeks ago complaining of severe pain in his abdomen.

A medical scan at Corporate Hospital, in Amritsar, revealed a mass in his stomach which surgeons initially thought was cancer.

But during surgery, doctors found 40 knives in his stomach, including some foldable blades.

Mr Singh claimed he had only swallowed 28, but surgeons found 12 more were lodged in his abdomen during a five-hour procedure.

The father-of-two is now recovering in hospital after suffering from internal bleeding as a result of the surgery because the knives had lacerated his stomach walls.

The patient told CNN: 'I don't know why I used to swallow knives.

'I just enjoyed its taste and I was addicted... how people get addicted to alcohol and other things, my situation was similar.

'I'm sorry I let my family down. I'll be forever thankful to doctors and hospital staff for saving my life.'

Mr Singh had even managed to keep his addiction, which started two months ago, secret from his family.

The policeman said on Tuesday that 'spiritual powers' made him do it.

'I don't know why I did it but there was some spiritual power behind it,' the 42-year-old told AFP.

Dr Jatinder Malhotra, who performed the operation, said he had never heard of a man swallowing knives before.

He told the news channel: 'He had a wild urge to consume metal. Even for us, the experienced surgeons, it was frightening.

'We were so nervous... a small mistake could have taken the patient's life.'

Dr Malhotra added: 'In my 20-year career, and in all the medical literature that we checked, there has never been a case like this one, where a person has swallowed not one, but 40 knives.

'He told us he would swallow the knives along with a glass of water. He had no explanation for why he did it. Just an urge.

'In an endoscopy, we saw a big mass in his abdominal area.

'We initially thought it was a tumour or some cancerous growth. But it was like nothing we had seen before.'

Since the surgery, it is claimed Mr Singh has told doctors he can't bear to look at another knife.

Dr Malhotra added: 'He even asked his wife to get out of the room when she was cutting some fruit for him.'

Although recovering well from Friday's surgery, he would undergo a psychological assessment before being discharged from the hospital.

Doctors were not ruling out the possibility that he had pica disorder in which the sufferer feels compelled to consume non-edible things.
But the man said he would not do it again.

'I consumed a knife a day for about two months. I never felt it was going to harm me but when it pained, I came to the hospital.

'I will not repeat it. I am glad they saved my life and I want to go back to my family.'

Deputy Prime Minister and Home Minister, Bhimalendra Nidhi, today Claimed that his India visit was extremely successful.

Talking to journalists at the Tribhuvan International Airport, Nidhi expressed his satisfaction over the visit. He also added that india gave priority to visit.

DPM Nidhi, who went on an official visit to India as Prime Minister Pushpa Kamal Dahal's special envoy on August 18.

He added that the talks were held on a wide range of topics from politics to development.

DPM Nidhi informed the Indian leaders that the government is moving ahead in line with the seven-point deal reached between the Nepali Congress and the CPN Maoist Center and the three-point agreement between the NC-CPN (Maoist Center) alliance and the Madhesi Morcha.

“I informed the Indian leaders about the priorities of the government of Nepal, constitution implementation, and agreements reached among the NC, CPN Maoist Center and Madhesi Morcha,” said Nidhi.

The visit was centered on preparation for high official visits between the countries, Nidhi said. He claimed that the official visits of President Bidya Devi Bhandari and Prime Minister Dahal to India and Indian President Pranab Mukherjee's Nepal visit were fixed during his visit. He, however, did not disclose the dates for these visits.

"I have felt that the relations between the two countries have been made very cordial. It will be proven during our PM's visit to India," DPM Nidhi added further.

The DPM said he also held talks on implementing the projects run under Indian government's support in Nepal.

Nidhi, who had gone to India as a special envoy of Prime Minister Pushpa Kamal Dahal, met Indian President Pranab Mukherjee, Prime Minister Narendra Modi, Minister for External Affairs Sushma Swaraj, Minister for Home Affairs Rajnath Singh, BJP Chairman Amit Shah, Former Prime Minister of India Manamohan Singh, Congress I Vice Vice-President Rahul Gandhi, among others.

Venezuelan officials have set out the timetable for a recall referendum on whether President Nicolas Maduro should remain in power.

The Venezuelan opposition reacted angrily when they heard they would only be allowed to collect more petition signatures in late October.
Opposition leader Henrique Capriles said a mass opposition march would go ahead in September.

A referendum vote this year would trigger a presidential election.

But a recall vote next year would see Mr Maduro replaced by his vice president, meaning the Socialist party would remain in power.

The National Electoral Council (CNE) president, Tibisay Lucena, said the opposition would be authorised in late October to try to collect petition signatures from the 20% of the country's voters, or 4m people, needed to start a recall referendum, on condition that "all the regulatory requirements are fulfilled".

If the opposition was successful in gathering these signatures, the CNE would have a month to verify them.

Ms Lucena said electoral officials would then have 90 days to schedule a referendum.

Constitutional experts say this appears to make it unlikely a referendum would be held in January as demanded by the opposition.
The timing is crucial because according to the constitution, a recall vote this year would trigger a presidential election that polls indicate the opposition is likely to win.

But if the vote takes place next year, the vice-president would replace Mr Maduro and the Socialists would thus remain in power.

Election officials have already been accused of stretching out the first phase of the recall referendum where the opposition had to collect signatures from 1% of voters.

The opposition accuses the government of dragging its feet while not totally rejecting the recall referendum process.

Venezuela is suffering a severe economic crisis which the opposition blames on President Maduro.

He says the economic crisis and efforts to get rid of him are a capitalist conspiracy.

Mr Maduro has launched legal challenges against the referendum drive and has vowed there will be no recall vote this year.

The China Institute of Contemporary International Relations (CICIR) has stated that the Chinese President Xi Jinping is likely to visit Nepal by October this year.

The visiting CICIR delegation today met Prime Minister Pushpa Kamal Dahal Prachanda at his official residence at Baluwatar and Informed about this.

The delegation briefed the PM that the China was willing to establish the positive and sustainable relations with the government in Nepal.

In response to the CICIR delegates, Prime Minister Prachanda said we hoped we could welcome Chinese President to the country very soon. He also stated that such a high–level visit would contribute to strengthen the bilateral ties between two country Nepal and China.

He further added that Nepal was willing to make the Nepal-China bilateral ties reliable and long-lasting, according to Dahal's press aide Manohari Timilsina.

On the occasion, the visiting Chinese delegation led by Professor Ji Zhiye stated that China was willing to exchange its development experiences with Nepal, help expedite its post-quake rebuild efforts, assist large-scale development projects, increase the arrival of Chinese tourists in Nepal and join hands in the development of tourism infrastructure here.

On the same day Prime Minister Prachanda has stressed on national consensus for addressing national issues during his meeting with the delegation of the Federation of Nepali Journalists (FNJ).

Prime Minister Prachanda emphasized on national consensus to formulate new laws, expedite the post-quake reconstruction works, implement and amend the constitution.

He expected the positive role from media even to forge a national consensus, adding that the media sector had played positive and progressive role in various political movements in the past.

Jailed South African Olympic athlete Oscar Pistorius was taken to the hospital for wrist injuries.

A prison service spokesperson said the injuries were "minor" and returned to his prison cell in Pretoria on Saturday.

A report by City Press said Pistorius had been taken to hospital on Saturday.

It said blades had been found in a subsequent search of Pistorius's cell. Pistorius denied speculation of a suicide attempt, the spokesman said.

Pistorius has sentanced six-year jail for murdering his girlfriend Reeva Steenkamp in 2013. The 29-year-old athlete was initially given a five-year term for manslaughter, but was found guilty of murder on appeal last December.

Pistorius has maintained the killing was an accident after he mistook her for an intruder, while the prosecution said he killed her deliberately after the two had an argument.

Pistorius was once one of the world's most admired sportsmen, inspiring millions with the way he overcame his disability to achieve athletic success.

He won six Paralympic gold medals and at London 2012 became the first athlete to compete in both the Paralympic and Olympic Games.

Kathmandu : The Bagmati Clean-up Campaign scooped up around 15 metric tons of waste products from Bagmati river, which dissects the Kathmandu Valley through a supple path.

At least 10 metric tons of garbage was collected from under the Balkhu bridge in Lalitpur.

The High Level Bagmati Civilization Integrated Development Committee, Kathmandu Metropolitan City (KMC), Lalitpur Sub Metropolitan City, Nepal Army, Nepal Police, Armed Police Force (APF), Navajivan School-Samakhusi, 25 contestants from Season Media Miss Teen College Beauty Pageant, parents among other volunteers took part in the clean-up, Committee member, Narayan Shrestha said.

Former Chief Secretary, Lailamani Poudyal, former Secretary, Krishor Thapa and actor Sunil Thapa among other campaigners took part in the clean-up.

At the start of the campaign social worker, Binita Agrawal, donated 50 sets of gum boots, 50 bamboo baskets and 100 pairs of gloves.
